In customized markets, the ability to balance high-quality standards with rapid delivery is a critical factor in supplier selection. To address this challenge, this study proposes a Two-Level Supply Chain Network (TSCN) that enhances both efficiency and effectiveness in supplier selection. The novelty of the TSCN lies in its structured two-level approach. At the first level, a supplier database is created using existing suppliers, enabling rapid sorting based on delivery time and quality standards. At the second level, the selected suppliers are further optimized to minimize overall supply chain costs. The TSCN is mathematically formulated and implemented using a hybrid genetic algorithm, ensuring optimal supplier matching. The experimental results demonstrate that the proposed TSCN effectively balances delivery speed and quality while achieving cost-efficient optimization. This study contributes to supply chain management by providing a structured and computationally efficient supplier selection framework tailored for customized markets.
